On May 7th, the OPM director sent out another memo for this year explaining that one of the most important systems will now be digitized. For years, employees have been able to send in retirement applications using paper applications. Within the past couple of years, that has slowly been migrating over to an electronic format. However, some agencies still require paper retirement applications because they do not have an electronic avenue yet.

Breaking Down Contract to Revamp Federal Government HR Systems
The rollout is in response to an emergency basis due to the massive influx of human resources work, which is only expected to grow with the recent VERA (āearly outā) retirement offers and deferred resignations. OPM stated that the legacy paper-based systems used by the agency have resulted in operational failures, disruptions in benefits, and payroll errors that require an immediate response.
Potential āBackfireā of Rapid Digitalization at OPM
Pertaining to federal retirement specifically, the process for claiming retirement benefits has remained paper-based despite several attempts to make it electronic. Overall, the problem has been that the federal employee retirement benefits package is too complex and too nuanced to develop a program that has a proficient enough success rate. Now, OPM and DOGE appear ready to make the digital switch as soon as June 2nd, and no longer accept paper-based applications after July 15.
